CEO, Real Estate Regulatory Agency (RERA)
As CEO of the Real Estate Regulatory Agency (RERA), the regulatory arm of Dubai Land Department, Marwan Ahmed Bin Ghalita has the overarching responsibility for ensuring that Dubai’s real estate industry operations are conducted in a transparent and equitable manner. His position at the helm of the organisation that governs the emirate’s dynamic property sector involves him establishing principles of fairness that help engender confidence in the market and encourage investment.
Bin Ghalita’s encompassing role involves him overseeing RERA’s regulation of entities that conduct business within the sector through the establishment of a comprehensive legislative framework, which governs relations between contractual parties. His strategic direction of the department’s activities guarantees the rights of operators in the market, as well as sets out their responsibilities.
Bin Ghalita commenced his career with Dubai Land Department in 1995 when he joined as a Survey Engineer. He was soon promoted to Vice-President of the department’s Survey Division, becoming its first local President in 1999. His natural talent, vision and flair for leadership saw him take on more responsibilities and advance to Head of the Technical Affairs Department.
A graduate of the Mohammed Bin Rashid Programme for Leadership Development, Bin Ghalita was bestowed the prestigious Outstanding Administrative Officer Award of the Dubai Government Excellence Programme in 2004. In 2007, he was appointed as CEO of RERA under the instructions of Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of the Emirate of Dubai and Chairman of the Executive Board, when it was established to regulate the real estate sector in the emirate of Dubai and enhance its growth and development. In 2011, Bin Ghalita was elected as a member of the Union National Council for the Emirate of Dubai.
Throughout his tenure at Dubai Land Department, Bin Ghalita has been instrumental in the planning and execution of numerous vital projects. He has participated as a key note speaker in many local and international conferences concerned with Dubai's real estate sector.
Bin Ghalita is Head of the Middle East and North Africa Real Estate Association and he is a member of the UAE Society of Engineers. He is also a member of the Asian Real Estate Association and the Arab Real Estate Valuation Association.
Bin Ghalita graduated as a survey engineer from the University of Fresno, California. In 1998 he obtained his MBA from the Advanced Management Department of the Arabic Academy of Sciences and Technology in Alexandria, Egypt.
