Herald Bonnici

Former CEO Malta Government Investments

Herald is a seasoned management consultant who specialises in financial engineering, project management and project finance. He is currently pursuing activities related to private equity and venture capital, trade finance, shipping finance and real estate where he supports a number of companies raise finance with projects worth in excess of €300 million. He sits on the board of several companies as a Non-Executive Director, including the Commonwealth Trade Finance Facility Limited and Mocoh Shipping & Trading Limited, a subsidiary of Mocoh Investments SA which is a Swiss based Africa focused company whose line of business includes the wholesale distribution of crude petroleum and petroleum products. In addition, he is Head of Operations for the Von der Heyden Group which is a pan European real estate investment company and also acts as Senior Advisor to NOUV which is a leading boutique advisory firm. He is also supporting a foundation in Malta that is entrusted with providing affordable housing and is involved in the development of a number of innovative products.

He was previously CEO of Malta Government Investments which acts as a sovereign wealth fund with a portfolio of companies with a high-level pricing of €400 million. In addition to pursuing activities related to the securitisation of assets and private equity he founded a network of sovereign wealth funds covering Europe, the Middle East and North Africa with an estimated investment potential equal to USD $700-850 billion in the region where he was appointed as COO. Herald is currently Designate Secretary General for the Malta Private Equity and Venture Capital Association which is in the process of being set up and includes leading institutions as founding members.

Until 2013 Herald occupied the position of Director General (Financial Policy and Management) within the Ministry for Finance where he was responsible for financial policies and procedures, financial markets, pay benchmarking and Key Performance Indicators. He also led the reform of the vehicle registration tax and licensing regimes. At the Ministry for Finance he represented Malta on a number of high-level European Union fora, including the Financial Services Committee and the Tax Policy Group. At the National Statistics Office he had occupied the position of Chief Co-ordinator of the Census of Population and Housing that had been undertaken in 2005.

His interests include strategic planning, business process engineering, ESG, sustainable development, innovation in addition to alternative investments in the EMENA and African regions.
